Tax Increment Financing (TIF)
The City of Kearney and Kearney TIF Commission approved a funding agreement with Star Acquisitions, LLC (Tim Harris of Liberty) to provide TIF funding for The Shoppes at Kearney, a proposed retail development at the southeast corner of I 35 and 92 Highways. A copy of the TIF Plan and other archived documents can be found below.
Star Development plans to construct an 11,000 sf retail building located along Watson Drive, northwest of Price Chopper. A site plan was approved by the Planning & Zoning Commission on November 10, 2014, and approved by the Board of Aldermen on November 17, 2014. the developer anticipates completing construction in the summer of 2015. QuikTrip proposes to construct a gas station/convenience store to be located along the south side of 92 Highway on Lot 5 of the Shoppes at Kearney. A site plan was approved by the Planning & Zoning Commission on October 14, 2013, and approved by the Board of Aldermen on October 21, 2013. QuikTrip anticipates completing construction in the summer of 2014. A copy of the site plan can be found below:
Star Development has submitted a site plan for the Shoppes at Kearney, Lot 1, which is the grocery store site. The site plan was reviewed by the Planning & Zoning Commission at their June 8, 2013, meeting and the Board of Aldermen reviewed the site plan at their August 5, 2013, meeting. The preliminary plat and stormwater study were reviewed and approved by the Planning & Zoning Commission on Monday, October 22, 2013.
On August 20, 2012, the Board of Aldermen approved a TIF Redevelopment Agreement between the City and Star Acquisitions, LLC. A copy of the ordinance, redevelopment agreement, and summary prepared by the City's TIF counsel are provided below:
